Labels are visual references displayed in the score view that allow to identify the various parts of the song (Intro, Solo, Chorus, etc.) Markers are linked to bars and are in no way liked to the track.
To add a label to the selected bar, use the Label->Add... menu. To manage the labels, you can use Labels list on the Bar tab.
